Description of original award (Fiscal Year 2017, $153,154)
Baltimore County Police Departments FY 2017 DNA Capacity Enhancement and Backlog Reduction (CEBR) Program is a two year project to enhance the processing, recording, screening and analysis of forensic DNA samples, and to increase the capacity of the Police Departments forensic DNA laboratory to process more DNA samples thus helping to reduce the number of forensic DNA samples awaiting analysis.
FY 2017 CEBR funding will support the Department's strategic plan to improve the quality and timeliness of forensic science operations, including initiatives to update technology used in the laboratory and ensure the expertise of laboratory personnel. CEBR funding will improve the lab's DNA capacity, which will result in increased DNA analysis throughput and reduced response time for results, as well as a decreased backlog of DNA cases. Moreover, the lab will be able to increase entry of DNA profiles into NDIS/CODIS leading to an increase in CODIS matches. Funding provides for: 1) laboratory equipment to increase lab capacity and improve the quality and timeliness of lab processes and outputs; 2) contractual validation of the YSTR kit on the CE platform to increase lab capacity and streamline casework; and 3) other purchases of supplies and equipment to support the operation of the lab and improve timeliness of DNA analysis.
FY 2017 CEBR funding will also support the continuing education for laboratory personnel to ensure they meet professional DNA Quality Assurance Standards, as established by the Director of the Federal Bureau of Investigation. Continuing enhancement of knowledge and skills gained through attendance at formal trainings and workshops ensures lab scientists have the capabilities to improve lab performance and address the increased demand for DNA casework services. Funding also provides a Digital Forensic Science Journal subscription to support analysts professional development.
